I would like to help, how do I go about it?

It's great that you want to help. There are various ways you can do so. Check the website of the Dutch Council for Refugees to find out about the possibilities. These range from donating items or money to providing accommodation or doing voluntary work.

Arnhem offers emergency accommodation for refugees from Ukraine. To welcome the refugees and make sure everything runs smoothly on the ships where they’re temporarily located, many volunteers are needed. The Red Cross coordinates the help of volunteers on these locations in Arnhem. Please feel free to sign up via http://ready2help.rodekruis.nl/. You’ll receive instructions on how to download the app, which you can use to share your availability.

How long can I offer Ukrainian refugees a place to stay in my home? 

Given the serious situation in Ukraine, no strict deadlines have been set. Residents of Ukraine can enter the Netherlands with, but also without a visa, thanks to the Association Agreement that the EU concluded with Ukraine in 2017. Refugees can stay here for a period of 90 days, with the possibility of a simple extension of 90 days. Therefore, it is not necessary for them to submit an asylum application in order to be allowed to reside lawfully in the Netherlands.
Moreover, it has been agreed that residents of Ukraine who exceed the maximum periods, in relation to the current situation, will not encounter any problems as a result.

Does it affect my benefits if I take in refugees from Ukraine?

No. Moreover, the so-called cost-sharing standard is not imposed if a welfare claimant takes in a refugee from Ukraine. Nor does it affect other aspects of the benefits.

I have relatives or friends in Ukraine, can we take them in?

Yes, you can. 

Will there be a reception centre for refugees in Arnhem?

Arnhem offers emergency accommodation for refugees from Ukraine. Up to 300 – 340 refugees (in total) will temporarily be accommodated on two ships. To welcome the refugees and make sure everything runs smoothly on the ships where they’re temporarily located, many volunteers are needed. Will Ukrainian refugees receive support from the municipality? 

If refugees from Ukraine register with the municipality, we will inform them of how reception is organised in the Netherlands and where they can turn to for help. If specific assistance is needed, we will look at what is necessary to help them further. 

Is it possible for refugees from Ukraine to register at the municipality of Arnhem?

Whether you can be registered at the municipality, depends on your situation. 

Which situation applies to you? 

You currently live in Arnhem (i.e. on one of the ships)

If you live in Arnhem, you can be registered with the municipality in the Basic Registration of Persons (BRP). You will receive an invitation with further information in the near future. You do not have to make an appointment. 

You are not staying on the ship but do live in Arnhem, and you have the Ukrainian nationality

And do you have proof of identity? If so, you can be registered at the municipality in the Basic Registration of Persons (BRP). After registration you will receive a Citizen Service Number (BSN). With a BSN you can arrange matters in the Netherlands, for example work or education. 

You can make an appointment for the following purposes:

Do you have children younger than 21 years? Did they come to the Netherlands with you? Please make an appointment by telephone: 0800 1809. We may need more information from you at first, for example for the arrangement of the right kind of interpreter. We are available on weekdays between 9.00 and 17.00. 

You don’t have children or they did not come with you to the Netherlands.

Documents needed for the appointment:

• Proof of identity (e.g. a passport, an identity card or a statement from the Ukrainian embassy), and  
• A declaration by the owner or main occupant (pdf, 72kB), with a copy of a valid identification document of the owner or main occupant.

You are not staying on the ship, but do live in Arnhem and you have a different nationality than the Ukrainian nationality

Do you have proof of identity? If so, you can be registered at the municipality in the Basic Registration of Persons (BRP). After registration you will receive a Citizen Service Number (BSN). With a BSN you can arrange matters in the Netherlands, for example work or education.

• Proof that you had a valid Ukrainian residence permit on 23 February 2022.
• A declaration by the owner or principal occupant (pdf, 72kB), with copy of a valid ID of the owner or principal occupant.

You are an adult, but do not have an identity card:

Unfortunately we cannot register you yet. The government is still working on an appropriate procedure for this matter. Further information will be made available as soon as possible.

Are Ukrainians allowed to work here? 

You may work or study in Arnhem. To do this, however, you will need a Citizen Service Number (BSN). You will receive this BSN if you are registered in the Basic Registration of Persons (BRP). Where can Ukrainian refugees obtain information and answers to their questions? 

Refugees from Ukraine can contact the municipality to obtain information and if they have any questions via oekraine@arnhem.nl. 

How long may Ukrainian refugees reside lawfully in the Netherlands?

Is a refugee from Ukraine entitled to financial support from the Dutch government?

Yes, refugees from Ukraine are entitled to financial support during their temporary stay in the Netherlands. This can be requested from the Dutch Social Insurance Bank (SVB). More information on how to do so will follow as soon as possible.

Free use of public transport for Ukrainian refugees

In consultation with Connection, Breng and NS, it has been decided that travellers who can present a Ukrainian passport with the driver, can travel for free in some cases. The drivers in Arnhem and surroundings are aware of this. Free travel journeys with NS only apply upon arrival in the Netherlands. Subsequent travel journeys within the Netherlands are not included. For bus trips with Breng, this applies to entries and reunifications with family members.

Living allowance for Ukrainian refugees

Refugees from Ukraine are entitled to a living allowance in the Netherlands. This is provided by the municipality where they reside. More information about this can be found on the page 'Living allowance for Ukrainian refugees'.

How can you get cheap/free clothes?

Please send an email to kledingbank.arnhem.eo@gmail.com, then you can visit the Clothing Bank. Indicate in your e-mail how many people you’d like to come with, and what the dates of birth are. You will then receive an email with a date and an address where you can go. Bring your ID, if you have one.

Are you obliged to have health insurance?

Whether you have to have health insurance in the Netherlands, depends on whether you work. 

I have (volunteer) work or I am an intern

Yes, you’ll need Dutch health insurance and pay for it. Care allowance can also be applied for. You can view the conditions and apply for the allowance via the official website of the Tax Authorities (in Dutch).

I don't have (volunteer) work

If you are not working (yet), the healthcare costs are paid from the Subsidy Scheme for Medically Necessary Care to the Uninsured or from the Medical Care Scheme for Asylum Seekers (RMA).

Куди можуть звертатись українські біженці за інформацією та з питаннями?

Біженці з України можуть звертатися за інформацією та з питаннями до муніципалітету через сайт: oekraine@arnhem.nl. Ми будемо робити все можливе, щоби якомога швидше відповісти на ваше електронне звернення.   

Як довго можуть українські біженці офіційно залишатися на території Нідерландів? 

Громадяни України можуть в’їжджати на територію Нідерландів як з візою, так і без візи на підставі Угоди про асоціацію, яка була підписаною між ЄС та Україною в 2017 році. Ви можете залишатись тут впродовж 90 днів, а також досить просто можете продовжити ваше перебування ще на 90 днів. Вам не потрібно подавати прохання про надання політичного притулку для того, щоби ви офіційно могли залишатись на території Нідерландів. Крім того, була досягнута угода, що у громадян України, максимальні терміни перебування яких завершились, не виникне жодних проблем через це у зв'язку з нинішньою ситуацією.      

Чи має біженець з України право на фінансову допомогу від уряду Нідерландів?

Так, біженці з України, впродовж свого тимчасового перебування в Нідерландах, мають право на отримання фінансової допомоги. За такою допомогою необхідно звернутися до банку соціального страхування: Sociale Verzekeringsbank (SVB). Додаткова інформація щодо порядку отримання такої допомоги буде опублікована найближчим часом. 

Безкоштовне користування громадським транспортом для українських біженців

за консультацією з Connection, Breng і NS було вирішено, що мандрівники, які можуть пред’явити український паспорт разом із водієм, можуть подорожувати безкоштовно. Про це знають водії в Арнемі та околицях. Безкоштовні подорожі з NS застосовуються лише після прибуття до Нідерландів. Подальші подорожі в межах Нідерландів не враховуються. Для автобусних поїздок з Breng  це стосується в’їздів і возз’єднання з членами сім’ї

Чи можуть біженці з України зареєструватися в муніципалітеті Арнем?

Чи можна зареєструватися в муніципалітеті, залежить від вашої ситуації. 

Яка ситуація стосується вас? 

Ви живете в місці муніципальної рецепції (тобто на одному з кораблів)

Якщо ви проживаєте на муніципальній приймальні, ви можете зареєструватися в муніципалітеті в Основній реєстрації осіб (BRP). Найближчим часом ви отримаєте запрошення з додатковою інформацією. Вам не потрібно призначати зустріч.

Ви не перебуваєте на кораблі, а живете в Арнемі, і у вас є українське громадянство

Чи є у вас докази ідентичності? Якщо так, то ви можете бути зареєстровані в муніципалітеті в Основній реєстрації осіб (BRP). Після реєстрації ви отримаєте номер обслуговування громадян (BSN). За допомогою BSN ви можете організувати справи в Нідерландах. Наприклад, робота або освіта.

На жаль, ми поки не можемо вас зареєструвати. Уряд продовжує працювати над відповідною процедурою з цього приводу. Більш детальна інформація буде доступна якомога швидше.

Чи дозволено українцям тут працювати? 

Ви можете працювати або вчитися в Арнемі. Для цього, однак, вам знадобиться номер обслуговування громадян (BSN). Ви отримаєте цей BSN, якщо ви зареєстровані в Основній реєстрації осіб (BRP). Детальніше читайте в питанні "Чи можуть біженці з України зареєструватися в муніципалітеті Арнем?".

Прожитковий мінімум

Біженці з України мають право на прожитковий мінімум у Нідерландах. Це забезпечується через муніципалітет, де вони проживають. Більш детальну інформацію про це можна знайти на сторінці Прожитковий мінімум для українських біженців.

Як я можу отримати дешевий / безкоштовний одяг?

Ви можете надіслати електронний лист kledingbank.arnhem.eo@gmail.com, після чого ви можете відвідати Банк одягу. Вкажіть у своєму електронному листі, скільки людей ви приходите, і які дати народження. Потім ви отримаєте електронний лист з датою та адресою, куди ви можете піти. Принесіть докази особистості, якщо вона у вас є.

Ви зобов'язані оформити медичну страховку?

Чи потрібно вам оформляти медичну страховку в Нідерландах, залежить від того, чи працюєте ви. 

У мене є (волонтерська) робота або у мене є стажування

Ви повинні взяти голландську медичну страховку і заплатити премію. Також може бути застосована допомога по догляду. Переглянути умови та подати заявку на надбавку можна через офіційний сайт податкових органі: Toeslagen.

У мене немає (волонтерської) роботи

Не працює (поки що)? Потім витрати на охорону здоров'я оплачуються від схеми субсидій для медичної необхідної допомоги незастрахованим або зі схеми медичної допомоги шукачам притулку (RMA).
